git ssb

public option isn't respected in config.

If I add "public: true" to the git-ssb-web config block in my sbot config, the web server doesn't respect this field.

@Yuval "public":true should be set in the top level of the sbot config, not in the git-ssb-web block. Sorry if that is confusing. The idea was that other ssb apps could use the same public config option for the same purpose.
