Support private repos without ssb-private plugin

Currently, git-ssb uses the private.unbox sbot method to decrypt messages. This was originally provided by the old private scuttlebot plugin, which was since removed from scuttlebot/ssb-server core and is now provided by the ssb-private ssb-server plugin. Currently, Patchwork and Patchbay bundle ssb-private, but default ssb-server does not. git-ssb should try to support using private repos even if this plugin is not present. Recent ssb-server will decrypt messages automatically. And we can also try to decrypt them ourselves using the local ssb key.
