This adds backwards-compatible support for symmetric group keys. Messages still fit into the same format as before, so peers attempting to decrypt a message encrypted to symmetric keys will just fail to decrypt.

This adds backwards-compatible support for symmetric group keys. Messages still fit into the same format as before, so peers attempting to decrypt a message encrypted to symmetric keys will just fail to decrypt.

The symmetric keys are used first, but a legacy peer will just continue decrypting, and then see the asymmetric keys.
